Amends the state group insurance program to define "plan year" as a calendar year and authorizes additional benefits beyond the standard comprehensive package for state employees and retirees.

Establishes tiered health plan benefit levels starting in 2019: Platinum (90% actuarial value), Gold (80%), Silver (70%), and Bronze (60%), with implementation plan due to Legislature by January 1, 2018.

Requires the Department of Management Services to contract with at least one entity providing transparent pricing for surgeries and medical procedures, and another entity offering online comparison tools for health care cost and quality information.

Directs the department to hire an independent benefits consultant to assess insurance trends, analyze the program, monitor risk segmentation, and provide annual recommendations to leadership.

Appropriates $151,216 in recurring funds and $507,546 in nonrecurring funds, plus authorizes two full-time positions, to implement the program changes; takes effect July 1, 2016.
