• Proposes creation of Section 29, Article X of Florida Constitution to require all gambling expansions be authorized exclusively through constitutional amendment by initiative petition and voter approval

• Defines "expansion of gambling" as introduction of gambling at any new facility or location beyond those lawfully operating as of January 1, 2016, or authorized by legislation during 2016 regular session, including new types of gambling at existing facilities

• Defines "gambling" to include class III gaming under federal Indian Gaming Regulatory Act, encompassing card games, casino games, slot machines, sports betting, pari-mutuel wagering, non-state lotteries, and electronic/internet gambling devices

• Preserves legislature's authority to restrict, regulate, or tax gambling through general law and maintains state authority to negotiate tribal-state compacts under federal Indian Gaming Regulatory Act

• Requires submission of amendment to Florida voters for approval at next general election or earlier special election
