Recognizes February 17, 2016, as "Kappas at the Kapitol Day" in Florida to honor members of Kappa Alpha Psi Fraternity, Inc.

Acknowledges the fraternity founded January 5, 1911, at Indiana University and its commitment to community service through programs including Guide Right, Diamonds in the Rough, and the National Kappa League.

Highlights fraternity members serving in Florida government, including Justice James E.C. Perry of the Florida Supreme Court, Senators Oscar Braynon II and Dwight M. Bullard, and Representatives Alan B. Williams, Clovis Watson Jr., Edwin Narain, and Bobby B. DuBose.

Recognizes Thomas L. Battles, Jr., as Grand Polemarch of Kappa Alpha Psi Fraternity, Inc., representing the Southern Province which includes Florida.
