Appropriates $650,000 from the Department of Transportation's unappropriated trust fund balances to compensate the Estate of Dr. Sherrill Lynn Aversa for her death caused by departmental negligence.

Provides compensation for a June 21, 1999 incident where a DOT employee failed to secure a 12-foot extension ladder on a department vehicle; the ladder fell onto Interstate 75, causing a chain-reaction accident that killed Dr. Aversa.

Directs the Chief Financial Officer to draw a warrant for $650,000 from DOT funds and pay it to the personal representative of Dr. Aversa's estate pursuant to the stipulated settlement agreement.

Limits attorney fees, lobbying fees, costs, and similar expenses to 25 percent of the $650,000 award, with the total compensation (including the prior $150,000 payment under statutory liability limits) constituting sole compensation for all claims arising from this incident.

Takes effect upon becoming law.
