Appropriates $1.8 million from the General Revenue Fund to Dennis Darling, Sr. and Wendy Smith as compensation for the death of their son, Devaughn Darling, who collapsed during football preseason training at Florida State University on February 21, 2001.

Directs the Chief Financial Officer to issue a warrant for $1.8 million to the parents, which represents the unpaid portion of a $2 million settlement agreement between the family and Florida State University.

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the $1.8 million awarded under this act.

Establishes that the combined $2 million payment (including the $200,000 already paid by the Division of Risk Management) constitutes the sole compensation for all present and future claims arising from Devaughn Darling's death.
