Appropriates $350,000 from the General Revenue Fund to compensate Clinton Treadway for wrongful incarceration lasting 7 years and 25 days after his 2006 conviction was vacated in 2012.

Directs the Chief Financial Officer to purchase an annuity or annuities with the $350,000 for a minimum 10-year term that cannot be sold, discounted, or used as loan security by Treadway.

Requires the Department of Legal Affairs and Department of Law Enforcement to immediately expunge Treadway's criminal record with all fees waived.

Waives tuition and fees for up to 120 hours of instruction at Florida career centers, colleges, or state universities if Treadway meets admissions requirements and maintains satisfactory academic progress.

Establishes the compensation as the sole recovery for all present and future claims related to the wrongful arrest, conviction, and incarceration, and includes language allowing revocation if future evidence proves Treadway's participation in the original crimes.
