Appropriates $800,000 from the General Revenue Fund to compensate L.T. for injuries and damages resulting from negligence by Department of Children and Families employees.

Directs the Chief Financial Officer to pay the $800,000 into a special needs trust for L.T.'s exclusive benefit, administered by an institutional trustee of her choosing, terminating on her 30th birthday.

Waives all state lien interests resulting from L.T.'s treatment and care related to the incidents described in the act.

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the total $800,000 award.

Settlement stems from a mediated settlement agreement reached on June 21, 2010, for a total of $1 million, with $200,000 previously paid and this act providing the remaining $800,000.
