Appropriates $5,076,543.08 from the General Revenue Fund to compensate C.M.H. for injuries sustained due to negligence by the Department of Children and Families.

Requires remaining funds after attorney fees, lobbying fees, and costs to be placed into an irrevocable trust for C.M.H.'s exclusive use and benefit.

Limits attorney fees and lobbying fees relating to this claim to a maximum of 25 percent of the amount awarded.

Provides that the appropriation, combined with the $100,000 previously paid by the Division of Risk Management, constitutes sole compensation for all present and future claims arising from the factual situation described in the bill.

Directs the Chief Financial Officer to draw a warrant for $5,076,543.08 on funds of the Department of Children and Families in the State Treasury.
