Appropriates $1,116,940 from the General Revenue Fund to the Department of Transportation for wrongful death compensation related to Christian Darby Stephenson, who died in a 2000 gasoline tanker accident on the Hart Bridge Expressway.

Distributes payment as follows: $404,575.65 to the Estate of Christian Darby Stephenson; $237,454.78 to Amie Draiemann O'Brien (widow); $311,212.04 in trust for Hailey Morgan Stephenson (surviving minor child); and $163,697.53 in trust for Christian Darby Stephenson II (surviving minor child).

Department of Transportation was found 36 percent negligent by jury verdict in 2005 for failing to maintain clogged drains that caused standing water, contributing to the accident.

Limits total fees and costs (including attorney fees, lobbying fees, and related expenses) to 25 percent of the amount awarded under the act.

Establishes this compensation as sole recovery for all present and future claims arising from Mr. Stephenson's death.
