Appropriates $3.75 million from the General Revenue Fund to compensate Survivor for personal injuries and the Estate of Victim for damages related to death, representing the balance of a $5 million settlement agreement.

Directs the Chief Financial Officer to issue $1.125 million to the adoptive parents of Survivor as legal guardians and $2.625 million to Richard Milstein as personal representative of the Estate of Victim.

Establishes that the $1.25 million already paid by the Department of Children and Families under Florida Statutes section 768.28, combined with this appropriation, constitutes sole compensation for all present and future claims arising from the negligence that resulted in severe abuse, death, and injuries to the children.

Limits attorney fees and lobbying fees to 25 percent of the $3.75 million appropriated under the act.

Takes effect upon becoming law.
