Appropriates $10 million to Ashaunti Seay as compensation for catastrophic injuries sustained during an endoscopic resection procedure performed on October 20, 2014, at Jackson Memorial Hospital that resulted in permanent brain damage.

Directs the Public Health Trust of Miami-Dade County to draw a warrant for $10 million and requires the University of Miami Miller School of Medicine to indemnify the trust for this payment based on their affiliation agreement.

Requires that after deductions for attorney fees, lobbyist fees, and costs, net proceeds be placed into a Special Needs Trust for Ashaunti Seay's use and benefit.

Limits total fees and costs (including attorney fees, lobbying fees, and similar expenses) to 25 percent of the $10 million award.

Establishes the $10 million payment as sole compensation for all present and future claims arising from the injuries described in the act.
