Appropriates $1.9 million from the General Revenue Fund to compensate Barney Brown for wrongful incarceration lasting 38 years following a 1970 rape conviction in Miami-Dade County.

Directs the Chief Financial Officer to issue a warrant and pay the $1.9 million from State Treasury funds to Barney Brown.

Establishes that the $1.9 million award is the sole compensation for all present and future claims related to Brown's arrest, conviction, and incarceration, with no additional attorney fees, lobbying fees, or costs payable by the state.

Preserves the state's sovereign immunity and does not waive any defenses or increase liability limits under Florida law.

Takes effect upon becoming law.
