Authorizes Palm Beach County School Board to appropriate $600,000 in two annual installments of $300,000 each to compensate Q.B. for injuries from a January 2007 sexual assault on a school bus.

Requires funds to be placed in a special needs trust for Q.B.'s exclusive use after deducting attorney fees, lobbying fees, and costs not to exceed 25 percent of the award.

Establishes that this appropriation constitutes sole compensation for all present and future claims arising from the sexual assault incident.

Addresses a case where a 15-year-old student with emotional and behavioral disabilities sexually assaulted a 3-year-old exceptional student education student while bus driver and aide failed to properly supervise.
