Authorizes Florida A&M University to appropriate funds and compensate Robert Champion, Sr., and Pam Champion for the wrongful death of their son, Robert Champion, Jr., who died during a hazing incident on November 19, 2011.

Robert Champion, Jr., a 26-year-old drum major, died of hemorrhagic shock after being brutally assaulted during a hazing ritual called the "cross-over" on a university-chartered bus following the Florida Classic football game.

Finds that Florida A&M University failed to implement effective anti-hazing policies and enforcement despite knowledge of an entrenched hazing culture and prior complaints, contributing to the student's death.

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the amount awarded under this act.

Establishes that the compensation provided constitutes the sole compensation for all present and future claims arising from Robert Champion, Jr.'s wrongful death.
