SB 72 - School Safety

• Authorizes school superintendents, with school board approval, to designate school safety designees (military veterans, active military members, or law enforcement officers with concealed carry licenses) to carry concealed firearms on school property.

• Requires school safety designees to complete a Criminal Justice Standards and Training Commission-approved school safety program by July 1, 2017, including active-shooter training, firearm proficiency, and crisis intervention training.

• Mandates district school boards develop policies for managing active shooter and hostage situations in consultation with local law enforcement, and require local law enforcement agencies to tour school campuses at least once every 3 years.

• Requires level 2 background screening and fingerprinting for school safety designees at least once every 5 years, with fingerprints retained and enrolled in FBI's national arrest notification program.

• Appropriates $157,927 for fiscal year 2016-2017 to the Department of Law Enforcement for developing the school safety training curriculum.
