Creates a special instant lottery game called "Ticket for the Cure" running from January 1, 2017 through December 31, 2022 to fund breast cancer research and services for low-income, uninsured individuals with breast cancer.

Requires net revenue from the Ticket for the Cure game to be distributed between direct service providers and universities with medical research facilities, with funds used only for research and patient services, not overhead or indirect costs.

Mandates that services, equipment, or supplies provided by direct service providers be reimbursed based on the Medicare fee schedule or the lowest-cost fee schedule available, and requires providers to deliver services within a continuum of care.

Prohibits the Department of the Lottery from unreasonably reducing marketing efforts for other instant lottery games during the Ticket for the Cure period and ensures these funds do not replace state funds otherwise appropriated for breast cancer research.

Requires the state to appropriate matching funds from the General Appropriations Act to match federal funds provided under the Mary Brogan Breast and Cervical Cancer Early Detection Program.
