Replaces all instances of the term "absentee ballot" with "vote-by-mail ballot" throughout Florida election statutes (sections 97.012 through 916.107).

Updates terminology in voter registration, ballot request procedures, ballot delivery, canvassing, and election administration processes to reflect the new "vote-by-mail" nomenclature.

Maintains all substantive voting procedures, deadlines, signature verification requirements, and eligibility rules—only changes the terminology used to describe the voting method.

Applies the terminology change consistently across all election-related statutes including definitions, forms, instructions, and procedures for absent electors and overseas voters.

Effective date: July 1, 2016.
