Creates a public records exemption for unsolicited proposals submitted to public entities for public-private partnerships until the entity provides notice of an intended decision.

Exempts unsolicited proposals from disclosure for a maximum of 180 days after receipt if no competitive solicitation is issued, or 90 days after rejection of all competitive proposals if a new solicitation is reissued.

Allows portions of public meetings discussing exempt unsolicited proposals to be closed to the public, but requires complete recordings be made with no off-the-record portions.

Makes recordings and records generated during closed meetings exempt from public disclosure under the same timelines as the unsolicited proposals themselves.

Subjects the exemptions to the Open Government Sunset Review Act and automatically repeals them on October 2, 2021, unless reenacted by the Legislature.
