Revises the definition of "wireless communications device" to include any handheld device designed to receive or transmit voice, text, or character-based messages; access or store data; or connect to the Internet or communications services that allows text communications.

Creates a new prohibition on operating a motor vehicle while using any cellular telephone or wireless communications device in legally posted school zones, designated school crossings, or on school district property.

Prohibits sending or reading data on wireless communications devices for communication purposes (including texting, emailing, and instant messaging) while operating a motor vehicle in school zones or school district property.

Establishes violation of the school zone prohibition as a noncriminal traffic infraction punishable as a moving violation under chapter 318.

Effective date: October 1, 2016.
