Requires retail sales establishments to grant cash or credit refunds within 3 business days for purchases exceeding $1,000 if the consumer has been adjudicated incapacitated, is subject to guardianship, or has a medical condition affecting capacity (with physician documentation).

Allows retailers to refuse refunds if they post a "no refund or exchange" sign at the point of sale; failure to post means a refund policy exists and must be provided in writing upon request.

Establishes administrative penalties of twice the value of goods refused for violations of the refund requirements for incapacitated consumers, and up to $100 per violation for other refund policy breaches.

Exempts sales of food, perishable goods, custom-made goods, custom-altered goods, and goods that cannot be resold under law from refund requirements.

Takes effect July 1, 2016 and is titled "Terry's Law."
