Creates section 775.0863 to reclassify certain offenses as felonies or increase their severity when committed by unlawfully present immigrants against persons in Florida.

Applies reclassification to assault, aggravated assault, battery, felony battery, crimes of violence listed in section 775.084, and any offense involving use or threat of physical force or violence against an individual.

Reclassifies misdemeanor of the second degree to misdemeanor of the first degree; misdemeanor of the first degree to felony of the third degree (ranked at level 2); felony of the third degree to felony of the second degree; felony of the second degree to felony of the first degree; and felony of the first degree to life felony.

Requires felony offenses reclassified under this section to be ranked one level above the standard ranking specified in sentencing guidelines for purposes of chapter 921 sentencing and determining gain-time eligibility under chapter 944.

Takes effect July 1, 2016.
