Creates an independent commission on legislative apportionment and congressional redistricting to assist the Legislature with decennial redistricting and reapportionment activities.

Establishes a nine-member commission consisting of one member each appointed by the President of the Senate, Speaker of the House, Minority Leader of the Senate, and Minority Leader of the House, plus five members appointed by the Governor (one Republican, one Democrat, three from minor parties or unaffiliated).

Requires commission members to be Florida residents for at least 5 years, registered with their political party or unaffiliated for at least 5 years, and prohibits them from holding elected office while serving on the commission.

Mandates the commission conduct public hearings before and after drawing redistricting maps, maintain a website for public input, and transmit completed plans to the Legislature before January 1 of each decennial period beginning in 2022.

Makes it a felony of the third degree for any person not serving on or employed by the commission to attempt to influence commission members or employees to alter redistricting plans outside the prescribed public input process.
