Defines "hydraulic fracturing" as pumping fluid into or under the ground surface to create rock fractures for oil or natural gas production or recovery.

Defines "well stimulation treatment" as any well treatment designed to enhance oil and natural gas production by increasing formation permeability or fluid flow, including hydraulic fracturing, acid fracturing, and acid matrix stimulation.

Prohibits any person from engaging in hydraulic fracturing or performing well stimulation treatments for oil or natural gas exploration or production within Florida state or adjacent waters.

Prohibits the disposal of materials and byproducts related to hydraulic fracturing or well stimulation treatments.

Effective date: July 1, 2016.
