Establishes a special election for August 30, 2016, to be held concurrently with other statewide elections on that date.

Submits to Florida voters constitutional amendments proposed in Senate Joint Resolution 170 (2016) or a substantially similar resolution regarding solar and renewable energy device tax exemptions.

Provides for tangible personal property tax exemption for solar or renewable energy source devices and limits assessed value of real property used for nonresidential installation of such devices.

Requires publication of notice in accordance with Section 5 of Article XI of the State Constitution and establishes procedures for holding the special election.

Takes effect upon passage by three-fourths majority vote of both legislative houses and adoption of the related joint resolution.
