Creates a 19-member Cold Case Task Force within the Department of Law Enforcement to examine policies and procedures used by Florida law enforcement agencies in investigating recent homicides and cold case homicides

Task force members include the FDLE executive director (chair), Attorney General, three state attorneys, two victim advocates, two county sheriffs, two municipal police chiefs, three victims' family representatives, a crime scene technician, a forensic pathologist, and representatives from law enforcement associations

Members serve without compensation but receive reimbursement for per diem and travel expenses

Task force must convene by September 1, 2016, identify best practices, recommend legislative proposals, and may take testimony from victims' families and the public

Final report due to the Governor and Legislature by December 1, 2017, at which point the task force expires
