Requires the Office of Economic and Demographic Research and OPPAGA to analyze the medical tourism marketing plan every 3 years as part of the Economic Development Programs Evaluation.

Directs Enterprise Florida, Inc., to market Florida as a health care destination using medical tourism initiatives to promote quality health care services.

Requires the Division of Tourism Marketing to include medical tourism promotion in its 4-year marketing plan, including showcasing qualified health care providers offering bundled health care packages with support services.

Extends sovereign immunity to employees and agents of health care providers who execute contracts with governmental contractors, and clarifies notice requirements for patients must be acknowledged at the initial visit.

Modifies the definition of "contract" to include employees or agents of health care providers, and allows free clinics to receive legislative appropriations or grants to support volunteer health care provider services.
