Renames the James Patrick Memorial Work Incentive Personal Attendant Services Program to the James Patrick Memorial Work Incentive Personal Attendant Services and Employment Assistance Program and expands it to provide employment assistance and self-advocacy training.

Changes eligibility requirement from "severe" to "significant" disabilities and refocuses the program on helping participants obtain or maintain competitive and integrated employment.

Creates the James Patrick Memorial Work Incentive Personal Attendant Services and Employment Assistance Program Oversight Council adjunct to the Department of Education with seven members including program participants, financial professionals, and representatives from key state agencies and foundations.

Caps program operation, administration, and oversight costs at 12 percent of annual funds deposited with the Florida Endowment Foundation for Vocational Rehabilitation, with the oversight council recommending maximum monthly reimbursement amounts.

Increases the maximum amount state attorneys may receive for administering the program from $50,000 to $75,000 per state attorney.
