Expands tuition and fee exemptions at workforce education programs, Florida College System institutions, and state universities to include students adopted from the Department of Children and Families regardless of adoption date (previously limited to adoptions after May 5, 1997).

Creates new exemption categories for students in Department of Children and Families custody placed with nonrelatives or relatives outside the Relative Caregiver Program, with exemptions valid until age 28.

Removes the "after reaching 16 years of age" requirement for students in DCF custody to qualify for tuition exemptions, allowing exemption eligibility based on custody status at age 18.

Requires Florida College System institutions and state universities to adopt rules and regulations prohibiting credit hour restrictions, allowing enrollment in remedial and college preparatory courses, and mandating financial aid officers contact eligible students.

Requires the Department of Education and all institutions to provide information about tuition and fee exemptions on their websites, effective July 1, 2016.
