Establishes the "Miami-Dade Infectious Disease Elimination Act (IDEA)" authorizing the University of Miami and its affiliates to operate a single sterile needle and syringe exchange pilot program in Miami-Dade County at a fixed location or mobile health unit.

Requires the pilot program to operate on a one-to-one exchange basis, provide educational materials on HIV, viral hepatitis, and blood-borne diseases, and offer referrals for drug abuse treatment and disease screening.

Declares that possession, distribution, or exchange of needles and syringes under the pilot program does not violate Florida's drug laws or other statutes, but staff, volunteers, and participants remain subject to prosecution for possessing non-program needles or redistributing program needles outside the program.

Prohibits collection of personal identifying information from participants and requires quarterly reports due October 15, January 15, April 15, and July 15, annual reports due August 1, and a final report due August 1, 2021 to the Department of Health.

Mandates the pilot program be funded exclusively through private grants and donations with no state, county, or municipal funds, and sets the program expiration date as July 1, 2021.
