Requires charter school applicants to demonstrate they meet a specific instructional need or need for additional educational facilities that the local school district does not or is unable to meet in order to obtain charter status.

Adds a new purpose allowing charter schools to share the results of innovative methods and best practices with the school district.

Modifies language in charter school guiding principles to clarify that charter schools shall be guided by specific principles and shall fulfill certain purposes, while other purposes may be fulfilled.

Makes technical corrections to improve clarity regarding grade level reading assessments and the measurement of student learning outcomes.

Takes effect July 1, 2016.
