Creates Florida Statute 456.064 to define "conversion therapy" as any practice or treatment intended to change an individual's sexual orientation, including efforts to change behavior, gender identity, gender expression, or romantic attraction to same-gender individuals.

Excludes from the definition professional counseling that supports individuals undergoing gender transition or provides acceptance and support for identity exploration, provided the goal is not to change sexual orientation or gender identity.

Prohibits licensed healthcare professionals in medicine, osteopathic medicine, psychology, clinical social work, marriage and family therapy, and mental health counseling from practicing conversion therapy on individuals under 18 years of age.

Makes licensed professionals who practice, perform, or attempt to perform conversion therapy on minors subject to disciplinary proceedings by the state department and appropriate regulatory boards for engaging in unprofessional conduct.

Effective date: July 1, 2016.
