Creates a Sun Sea Smiles specialty license plate with an annual use fee of $25.

Department of Highway Safety and Motor Vehicles retains all annual use fees until startup costs are recovered, then distributes fees as follows: 35% to Florida Caribbean Charitable Foundation, Inc., 20% to American Friends of Jamaica, Inc., 10% to Sant La Haitian Neighborhood Center, Inc., 10% to Fanm Ayisyen nan Miyami, Inc., 5% to Little Haiti Optimist Foundation, Inc., and 20% to Greater Caribbean American Cultural Coalition, Inc.

Florida Caribbean Charitable Foundation allocation (35%) designates 5% for plate marketing, up to 5% for administrative expenses, with remainder split as 60% for college scholarships, 15% for health and wellness promotion among Caribbean-descent residents, and 25% for Caribbean culture awareness.

All recipient organizations may use up to 5% of their distributions for administrative and marketing expenses.

Effective date is October 1, 2016.
