Authorizes state attorneys to discretionarily file charges directly against juveniles with prior felony or misdemeanor adjudications or adjudications withheld.

Requires state attorneys to consider four criteria when deciding whether to file charges: seriousness of offense and community protection needs, child's record and criminal history, prospects for rehabilitation through juvenile system, and cost-effective diversion alternatives.

Mandates state attorneys to file a written explanation with the court addressing the specified criteria when filing charges against a juvenile.

Establishes a "reverse waiver" process allowing juveniles in adult court to request a hearing to return to juvenile court if they prove by preponderance of evidence that juvenile services could reduce reoffending, serve their best interests, and provide adequate community protection, unless charged with death/life felony or previously convicted as adult.

Effective date of July 1, 2016.
