Defines "market" as farmers' markets, community farmers' markets, flea markets, or other open-air markets, and "SNAP" as the Supplemental Nutrition Assistance Program.

Authorizes market owners or operators who are not authorized SNAP retailers to allow authorized Food and Nutrition Service groups, associations, or third-party organizations to implement and operate electronic benefits transfer systems to accept SNAP benefits.

Requires market owners or operators to reasonably accommodate authorized Food and Nutrition Service groups, associations, or third-party organizations in implementing and operating electronic benefits transfer systems.

Prohibits the authorized organization operating the electronic benefits transfer system from being a competing market.

Does not apply to markets that already have their own electronic benefits transfer system, does not restrict individual produce sellers from operating their own systems, and does not require market operators to create or maintain the system themselves.
