The ad hoc committee of the Great Floridians Program shall select three prominent Florida citizens by its first annual meeting following this act's effective date, with the Legislature choosing one to replace the statue of General Edmund Kirby Smith in the National Statuary Hall Collection.

The Florida Council on Arts and Culture shall select a sculptor at its first meeting following the act's effective date, with preference given to a Florida-based sculptor, to design the replacement statue according to federal guidelines.

The Florida Council on Arts and Culture and Department of State shall estimate total costs for designing, constructing, transporting, and placing the new statue, as well as removing the current statue and conducting an unveiling ceremony.

The Florida Council on Arts and Culture may raise private funds for the replacement costs, which must be deposited into the Grants and Donations Trust Fund of the Department of State and used only for statue replacement purposes.

The Department of State shall submit a report by January 1, 2017 to the Governor and Legislature detailing the selected sculptor, selection process, and cost estimates, after which the Legislature shall request Joint Committee on the Library of Congress approval for the statue replacement.
