Amends Florida statute section 95.11 to clarify the definition of "date of completion" for contracts involving professional engineers, registered architects, or licensed contractors on real property improvements.

Specifies that contract completion is the last day the professional furnishes labor, services, or materials, excluding work related to correcting deficiencies in previously performed work or materials.

Applies to actions founded on design, planning, or construction of real property improvements, which have a 4-year statute of limitations running from the latest of: actual possession, certificate of occupancy issuance, construction abandonment, or contract completion or termination.

Maintains the existing 10-year absolute cap for commencing such actions and preserves the exception for latent defects, which runs from discovery or when discovery should have occurred with due diligence.

Effective date: July 1, 2016.
