Department of Management Services must prepare a plan for creating, administering, and maintaining a centralized fleet of state-owned motor vehicles and submit it to the Governor and Legislature by November 1, 2016.

Plan must include methods for using break-even mileage analysis to determine cost-effective vehicle assignments and managing shared-use vehicle pools for short-term use.

Plan must address motor vehicle replacement budgets, purchasing, repairs, maintenance, use monitoring, record-keeping, and disposal of vehicles no longer needed or cost-effective.

Plan must include fuel management programs, standardized fuel reporting, and analysis of when leasing from third-party vendors, using alternative fuel or electric vehicles, and installing real-time locational monitoring systems would be cost-efficient.

Department shall evaluate costs and benefits of operating a centralized fleet versus contracting with a third-party vendor for fleet operation and maintenance.
