Requires an advisory sentence of death in capital felony and capital drug trafficking cases to be based on a unanimous jury vote, effective July 1, 2016.

Mandates that jury instructions specify aggravating circumstances must be proven beyond a reasonable doubt by unanimous vote and must outweigh mitigating circumstances to support a death recommendation.

Requires courts to provide a special verdict form documenting which aggravating circumstances were found and certifying that each finding was unanimous.

Limits the court's consideration of aggravating circumstances to only those unanimously found by the jury when imposing a death sentence.

Changes language in sentencing determinations to require courts find aggravating circumstances "sufficient to outweigh" mitigating circumstances rather than finding "insufficient mitigating circumstances."
