Authorizes counties to use discretionary sales surtax proceeds for capital restoration of natural water bodies for public use, subject to voter approval by referendum.

Limits water body restoration funding to dredging operations related to ecologically beneficial muck removal in natural water bodies, tributaries, canals, stormwater conveyance systems, and directly connected channels.

Reenacts multiple sections of Florida Statutes (202.19, 202.20, 212.054, 212.0597, 212.20, and 1013.736) to incorporate the amendment to section 212.055(2) in references thereto.

Effective date: July 1, 2016.
