Proposes creation of Section 29 of Article X of the State Constitution to prohibit hydraulic fracturing in Florida, subject to voter approval at the next general election or earlier special election.

Defines hydraulic fracturing as any process that expands existing fractures or creates new fractures in rock formations by injecting fluids to explore for or produce oil or natural gas resources.

Establishes a $10,000 fine per violation payable to the state, with each day a violation continues counting as a separate violation.

Allows aggrieved persons and the state attorney general to bring civil actions for violations, with prevailing parties entitled to recover reasonable attorney fees and costs under a four-year statute of limitations.

Makes violators liable for all damages to air, water, or real property (including animal, plant, or aquatic life) and for costs of tracing, controlling, and restoring affected resources.
