Replaces references to "parole examiner" and "hearing examiner" with "commission investigator" throughout Florida's parole and offender review statutes.

Repeals section 947.021 relating to expedited appointments to the Florida Commission on Offender Review and removes the Secretary of Corrections exemption from conflict-of-interest rules for commission members.

Removes requirement that the commission chair assign cases to parole panels on a random basis, allowing assignment based on caseload needs as determined by the chair.

Requires law enforcement agencies to provide victims with instructions on replevin actions and pawnshop procedures for recovering property, and to promptly provide information about pawnshops holding the victim's property.

Conforms various statutory provisions to changes made by chapter 2014-191, Laws of Florida; effective date July 1, 2016 for victim property return provisions.
