Amends s. 255.249, F.S. to revise Department of Management Services rules for state lease agreements where the state is the lessee.

Requires lease agreements to include only the statement mandated by s. 255.2502 regarding legislative appropriation contingency, which cannot be amended, supplemented, or waived.

Removes two specific clause requirements that were previously mandatory: the lessee's right to terminate without penalty if state-owned space becomes available with 6 months' notice.

Does not apply to lease agreements entered into by state agencies before July 1, 2016.

Takes effect July 1, 2016.
