Establishes the Financial Literacy Program for Individuals with Developmental Disabilities within the Department of Financial Services to promote economic independence and employment for individuals with developmental disabilities.

Program must provide information, resources, outreach, and education on financial management, benefit programs, job training, employment opportunities, and the impact of earnings on benefit eligibility to individuals with disabilities and employers.

Department must establish a website clearinghouse and publish a brochure describing the program; qualified public depositories must make brochures available and provide website hyperlinks within 90 days of publication.

Requires banks, credit unions, savings associations, and savings banks that are qualified public depositories to participate in the program and exempts them from civil liability for distributing program materials or information.

Appropriates $69,570 in recurring funds from the Insurance Regulatory Trust Fund to the Department of Financial Services for the 2016-2017 fiscal year to implement the program, effective January 1, 2017.
