Imposes a $5 special fee on licensed professionals during initial licensure and each subsequent renewal to fund unlicensed activity enforcement efforts.

Waives the special fee for license renewals if a profession's unlicensed activity account balance at the start of the fiscal year exceeds twice the expenditures for unlicensed activity enforcement in the preceding 2 fiscal years.

Prohibits resumption of the fee until the entire renewal cycle for that profession is complete, and does not apply the waiver to professions with operating account deficits or projected deficits within the next 5 fiscal years.

Changes department authority from "shall" to "may" regarding allocation of indirect overhead costs and charging accounts for cross-profession costs.

Allows remaining balances in unlicensed activity accounts to transfer to operating fund accounts with board and department concurrence, effective July 1, 2016.
