Creates the "Playground Safety Act" requiring all public playgrounds built or installed on or after July 1, 2017 to comply with ASTM International safety standards and U.S. Consumer Product Safety Commission guidelines

Existing playgrounds open to the public must be brought into compliance with safety standards by July 1, 2022

Requires all public playgrounds to undergo initial safety inspection by a certified playground safety inspector by July 1, 2018

Counties and municipalities must provide electronic links to playground safety standards and guidelines on their building permit website pages by July 1, 2017

Prohibits use of state funds for planning, development, or operation of playgrounds that do not meet safety standards, and authorizes counties and municipalities to require building permits and charge fees for playground construction or renovation
