Requires charter school applications to include a list of all charter schools currently or previously operated by the applicant, applicant group, or management company, including information about school closures within 2 years of opening.

Allows sponsors to deny charter applications from applicants or management companies that have had previous charter school failures.

Requires charter schools to submit monthly financial statements for their first year of operation and develop a viability plan if financial statements indicate the school is not financially sustainable.

Requires charter applications to include documentation of adequate financial resources to support school operations, which may include bank statements, financial statements, loan documents, and other business records.

Takes effect July 1, 2016.
