Limits audits of warranty and service-related payment claims to 12 months after payment and incentive payment audits to 12 months after payment, after which payments become final and unchargeable; manufacturers must meet with dealers in person or by video before issuing chargebacks and allow at least 45 days for dealer response.

Prohibits manufacturers from penalizing dealers for selling or leasing vehicles to customers who export or resell the vehicle, unless the manufacturer can prove the dealer knew or should have known of the customer's intent; requires written notification of any resale or export within 12 months.

Prohibits manufacturers from requiring dealers to purchase goods or services from designated vendors without offering alternatives of substantially similar quality; dealers may use alternatives after providing notice and receiving manufacturer approval within 30 days or automatic approval if no response is received.

Prohibits manufacturers from requiring dealers to pay for or participate in dealer advertising or marketing groups, or from taking adverse actions against dealers who refuse to participate; allows dealers to voluntarily establish independent advertising groups without manufacturer funding requirements.
