Creates the Principal Autonomy Pilot Program Initiative allowing up to three school districts to enter performance contracts with the State Board of Education in exchange for statutory and rule exemptions.

Requires participating districts to identify three middle or high schools with at least two "D" or "F" grades in the prior 3 years and assign three highly effective principals to lead turnaround efforts.

Exempts participating schools from most chapters 1000-1013 provisions while maintaining compliance with student assessment, special education services, civil rights, class size, personnel evaluation, and facility requirements.

Mandates principals, school leadership teams, and district personnel complete a nationally recognized school turnaround program focusing on leadership, instructional infrastructure, talent management, and accountability.

Authorizes principals at participating schools to select instructional personnel, deploy financial resources at their discretion, and receive a guaranteed 90 percent allocation of school-generated funds for a 3-year initial term with possible renewal or revocation based on performance.
