Expands the crime of falsely reporting bombs, explosives, or weapons of mass destruction to include false reports concerning the use of firearms in a violent manner against a person or persons, maintaining the second-degree felony penalty.

Creates a new crime under section 836.12 making it a first-degree misdemeanor to threaten a law enforcement officer, state attorney, firefighter, judge, elected official, or their family members with death or serious bodily harm; second or subsequent violations are a third-degree felony.

Requires courts to impose mandatory restitution for costs and damages arising from false reports that result in mobilization of law enforcement or state/local agencies.

Amends the Criminal Punishment Code to reflect that false reports of firearm use in violent manner are level 5 and 6 felonies (second degree).

Takes effect October 1, 2016.
