Creates the Care for Retired Law Enforcement Dogs Program within the Department of Law Enforcement to provide veterinary care funding for retired law enforcement dogs.

Department must contract with a nonprofit organization that is tax-exempt under federal law, dedicated to protecting retired law enforcement dogs, and has maintained tax-exempt status for at least 5 years.

Annual reimbursement cap of $1,500 per retired dog for veterinary care expenses, including wellness exams, vaccines, emergency care, surgeries, and euthanasia; unused annual funds cannot be carried over to future years.

Requires documentation from the law enforcement agency verifying the dog's service and a veterinary invoice to process reimbursement claims; reimbursement is denied if annual program funds are depleted.

Appropriates $300,000 in recurring General Revenue funds annually beginning fiscal year 2016-2017, with up to 10 percent available for nonprofit administrative fees.
